Billy is a whale that first appeared in the weekly quest Billy the Little Whale.
He wanted to escape a giant crab that wanted to pinch his fin, and ended up in the Lake.
Billy got stuck with fresh water instead of salt water.
The smart pandas ended up giving him salt water through their tears.
